We are seeking an experienced Proposal Writer to provide end-to-end proposal management and writing support for government proposals. The role involves managing the complete proposal lifecycle��from RFP analysis through final submission��while developing high-quality, compliant, and compelling technical narratives. The ideal candidate has strong government procurement knowledge, exceptional writing skills, and the ability to communicate complex technical solutions clearly to government evaluators.
Key Responsibilities:
Manage the complete proposal lifecycle from RFP release through final submission
Analyze RFP documents to identify requirements, evaluation criteria, and compliance rules
Develop proposal schedules, coordinate cross-functional inputs, and enforce deadlines
Create and maintain compliance matrices to track all solicitation requirements
Coordinate proposal kickoff meetings and strategy sessions
Write clear, persuasive technical narratives aligned with evaluation criteria
Develop compliant outlines for proposal sections
Translate complex technical concepts into accessible language for evaluators
Review SME inputs, identify gaps, and coordinate with internal teams to resolve them
Develop and integrate tables, graphics, and visual elements
Reuse and tailor content from previous proposals and content libraries
Coordinate with subcontractors as required by RFP specifications
Source and document diverse subcontractors as mandated by solicitations
Edit, proofread, and review proposals to ensure accuracy, consistency, and compliance
Ensure timely, error-free submission of complete proposals
Required Skills & Qualifications:
Bachelor��s degree in English, Communications, Journalism, Business Administration, Engineering, Sciences, or related field
5+ years of experience writing proposals for government contracts
Proven experience with government procurement processes and RFP response development
Ability to manage multiple proposals simultaneously under tight deadlines
Exceptional written and verbal communication skills in English
Advanced proficiency in MS Office Suite (Word, PowerPoint, Excel)
Strong working knowledge of SharePoint, OneDrive, and collaborative platforms
Strong analytical, organizational, and time-management skills
High attention to detail and ability to deliver quality work in a fast-paced environment
Experience in healthcare, public health, behavioral health, social services, AI, IT services, staffing, or professional services proposals is preferred
